Development of Public Institutions in the Field of Tourism in Türkiye refers to the public institutions established and reorganized in the Republic of Türkiye to regulate, develop, promote, and manage tourism activities. Since the 1930s, tourism administration in Türkiye has evolved from a small unit within economic and publicity agencies into a ministerial-level governmental structure responsible for tourism policy, planning, promotion, and development.

Definition and Historical Background

The development of tourism administration in Türkiye reflects the growing recognition of tourism as an economic, cultural, and international relations activity. The first public institution in the Republic of Türkiye to undertake tourism-related responsibilities was the Turkish Office (Türk Ofis), established under the Law on the Organization and Duties of the Ministry of Economy (Law No. 2713), published in the Official Gazette on 27 May 1934. Although primarily an economic institution, the Turkish Office was also responsible for tourism, publications, and promotional activities.

Until 1938, tourism affairs in Türkiye were handled within the Publication and Propaganda Service of the Turkish Office. In that year, the establishment of the Tourism Desk Branch (Turizm Masası Şubesi) marked the first time that tourism was represented as a distinct administrative unit within the Turkish public administration system.

Tourism Directorate

The Tourism Desk Branch was reorganized as the Tourism Directorate (Turizm Müdürlüğü) through the Law on the Organization and Duties of the Ministry of Commerce (Law No. 3614), which entered into force in 1939. This development represented an important milestone in the institutionalization of tourism administration in Türkiye.

In 1943, a further reorganization took place under Law No. 4475 concerning the Press and Publication General Directorate. As a result, the Tourism Directorate became the Tourism Department (Turizm Dairesi) within the Press and Publication General Directorate. The Tourism Department continued to operate as the principal tourism administration unit of the Turkish government.

Press, Publication and Tourism General Directorate

A significant institutional transformation occurred in 1949 with the establishment of the Press, Publication and Tourism General Directorate (Basın-Yayın ve Turizm Umum Müdürlüğü) under Law No. 5392. This public institution, operating in Türkiye, was charged with promoting the country internationally through media and publications, disseminating information about the Republic domestically, and developing domestic and international tourism.

The organizational structure included the General Directorate Office, Publications and News Department, Promotion Department, Tourism Department, Radio Department, and Administrative Affairs Directorate. The Tourism Department served as the main governmental body responsible for tourism affairs until the establishment of a dedicated ministry in 1963.

Ministry of Press, Publication and Tourism

In 1957, the Turkish government established the Ministry of Press, Publication and Tourism (Basın-Yayın ve Turizm Vekâleti). The ministry appeared in the cabinet structure of the newly formed government under Prime Minister Adnan Menderes, with İbrahim Sıtkı Yırcalı serving as Minister of Press, Publication and Tourism.

Although no separate legal act establishing the ministry has been identified in the Official Gazette records of the period, the ministry functioned as the governmental authority responsible for tourism administration in Türkiye. It carried out its activities through the Press, Publication and Tourism General Directorate until 1963.

Ministry of Tourism and Promotion

The most important institutional milestone in the history of tourism administration in Türkiye occurred on 2 June 1963 with the establishment of the Ministry of Tourism and Promotion (Turizm ve Tanıtma Bakanlığı) under Law No. 265.

For the first time in the Republic of Türkiye, tourism was represented at the ministerial level through a ministry established by law. The ministry became responsible for tourism policy formulation, destination promotion, tourism planning, and sectoral development. It remained in operation until the early 1980s.

Ministry of Culture and Tourism

In 1981, tourism administration in Türkiye underwent another restructuring when the Ministry of Culture and the Ministry of Tourism and Promotion were merged to form the Ministry of Culture and Tourism (Kültür ve Turizm Bakanlığı). The institutional framework of the ministry was further defined through Decree Law No. 187 issued in 1983.

The ministry was responsible for both cultural heritage management and tourism development, reflecting the close relationship between cultural resources and tourism in Türkiye.

Ministry of Tourism

In 1989, the Turkish government separated culture and tourism functions and established the Ministry of Tourism (Turizm Bakanlığı) as an independent ministry under Decree Law No. 355. The ministry’s mission included evaluating Türkiye’s tourism potential, increasing tourism revenues, promoting the country internationally, supporting tourism investments, and coordinating tourism-related public institutions.

The establishment of an independent Ministry of Tourism reflected the increasing economic importance of tourism in Türkiye during the late twentieth century.

Re-establishment of the Ministry of Culture and Tourism

The current Ministry of Culture and Tourism of the Republic of Türkiye was established in 2003 through Law No. 4848, which merged the Ministry of Culture and the Ministry of Tourism once again.

According to its founding legislation, the ministry is responsible for developing, promoting, supporting, and regulating tourism throughout Türkiye, while also preserving and managing the country's cultural heritage. The ministry cooperates with public institutions, local governments, civil society organizations, and private-sector stakeholders in implementing tourism policies.

Today, the Ministry of Culture and Tourism remains the principal governmental authority responsible for tourism administration in Türkiye and plays a central role in shaping the country's tourism development, destination marketing, heritage management, and international tourism relations.

Evaluation

The evolution of tourism administration in Türkiye demonstrates a gradual process of institutionalization that began with a small tourism unit within an economic agency and culminated in a dedicated ministerial structure. These successive administrative transformations reflect the growing strategic importance of tourism in Türkiye's economic development, international promotion, and cultural policy. Over time, the Turkish tourism administration has developed into a comprehensive governance system responsible for tourism planning, regulation, promotion, investment support, and destination management.
