Employers' Association of the Tourism Industry of the Republic of Moldova (APIT)

Employer Associations COUNTRIES AND TERRITORIES Republic of Moldova

(Chișinău, Republic of Moldova, 2005)

Founded in 2005, the Employers’ Association of the Tourism Industry of the Republic of Moldova (APIT) represents tourism-sector employers and engages in industry dialogue, destination development, and professional cooperation.

Definition and Area of Activity

The Employers’ Association of the Tourism Industry of the Republic of Moldova (APIT; Romanian: Asociația Patronală a Industriei Turismului din Republica Moldova) is a non-governmental employers’ organization in Moldova’s tourism sector. Its legal form is recorded as patronat in the State Register of Legal Entities. The association was registered on 25 April 2005 under state identification number 1013620000814 (Public Services Agency of the Republic of Moldova, 2026).

The founding statute describes APIT as an independent, non-political, and non-commercial organization formed through the voluntary association of employers. Its activities involve representing members’ interests, participating in consultations on the conditions under which tourism businesses operate, and cooperating with institutions and other professional bodies. It is neither a government agency nor a regulator of tourism services (APIT, 2005).

Purpose and Founding Mandate

APIT was created to represent and defend the common economic, technical, and legal interests of its members. The original statute envisaged a broad field of activity: examining developments in tourism and related services, contributing to discussions of draft legislation and public policy, facilitating contact among enterprises, encouraging professional training, and maintaining links with organizations abroad (APIT, 2005).

Membership was envisaged for legal entities engaged in tourism-related activities. In addition to travel services, the founding text referred to hospitality, food services, transport, and related fields. The statutory objectives indicate the organization’s intended functions; they should not be interpreted as evidence that every proposed programme was subsequently implemented. A complete year-by-year record of membership since 2005 is not available in the public sources examined for this entry.

Establishment and Institutional History

The constituent assembly met on 18 March 2005 and adopted APIT’s founding statute. Registration followed on 25 April 2005 under number 3295 in the register then maintained by the Ministry of Justice. The registration date is corroborated by the historical Ministry of Justice extract dated 10 January 2013 and a Public Services Agency extract issued on 5 October 2026 (APIT, 2005; Ministry of Justice of the Republic of Moldova, 2013b; Public Services Agency of the Republic of Moldova, 2026).

A general assembly held on 7 November 2012 approved amendments to the statute. A Ministry of Justice decision issued in January 2013 recorded these amendments and required the issuance of a new-format registration certificate. The decision does not specify the substance of each change. The historical register extract issued that month named Gabriel Mărgineanu as the head of the association at the time (Ministry of Justice of the Republic of Moldova, 2013a, 2013b).

The available institutional archive establishes APIT’s origins, but it does not provide a comprehensive year-by-year account of its activities between 2005 and 2018. Later external publications offer a clearer record. Moldexpo identified APIT as a partner of the Tourism, Leisure and Hotels exhibition held in February 2019. In the context of the COVID-19 pandemic, the European Tourism Association (ETOA) published an interview with APIT president Sergiu Manea, who described the association’s dialogue with the Moldovan government and its engagement with European counterparts (Moldexpo, n.d.; European Tourism Association, n.d.).

The Investment Agency of the Republic of Moldova listed APIT among the professional tourism organizations recognized at Moldova Tourism Forum in May 2021. This recognition concerned the activities of sectoral organizations during a period of severe disruption to travel and hospitality (Investment Agency of the Republic of Moldova, 2021).

Organization and Governance

The 2005 statute provided for a General Assembly, an Association Council, a president, an audit commission (Comisia de Cenzori), and specialist sections. The General Assembly was the association’s supreme governing body, while the Council was responsible for management and coordination between assemblies. The statute also envisaged activities relating to training, legislative initiatives, and international relations (APIT, 2005).

These provisions describe the founding governance arrangements and should not be assumed to incorporate every subsequent statutory amendment. The official State Register extract dated 5 October 2026 identifies Sergiu Manea as APIT’s administrator (president), with a registered term extending to 22 May 2030 (Public Services Agency of the Republic of Moldova, 2026).

Participation in Tourism Policy and Sectoral Dialogue

APIT has participated in forums bringing together business associations and public authorities. A membership list published in August 2021 by the Economic Council under the Prime Minister includes Sergiu Manea as the association’s representative. The Council provides a consultative forum for discussing economic and regulatory issues; APIT’s involvement does not confer public regulatory powers on the association (Economic Council under the Prime Minister of the Republic of Moldova, 2021).

Destination management has been a recurring subject of the association’s public activities. On 21 July 2023, APIT and the regional tourism organization Dnestr, based in Tiraspol, organized a conference on possible institutional arrangements for destination management organizations on both banks of the Dniester/Nistru River. The Ministry of Culture participated and reported that the discussions concerned alternative organizational models and relations among public bodies, private enterprises, and associations (Ministry of Culture of the Republic of Moldova, 2023b).

In August 2025, the Ministry of Culture named APIT among the professional organizations represented in a working group examining regulations for the establishment and operation of tourist destination management organizations. The ministry’s account confirms APIT’s participation in the deliberations; it does not, by itself, establish that APIT drafted the eventual regulatory provisions or secured their adoption (Ministry of Culture of the Republic of Moldova, 2025).

Tourism Promotion and Professional Cooperation

APIT’s activities have also extended to destination promotion and contacts among tourism enterprises. The Ministry of Culture reported that APIT organized a familiarization visit for Georgian tour operators and media representatives in March 2023, with support from the ministry. The programme combined visits to tourism sites with professional meetings intended to encourage contacts between the two markets (Ministry of Culture of the Republic of Moldova, 2023a).

In January 2024, APIT was listed among the associations and businesses in Moldova’s national delegation to FITUR in Madrid. The delegation presented tourism products and destination information through a national stand supported by the Ministry of Culture and the National Tourism Office (Ministry of Culture of the Republic of Moldova, 2024). In May–June 2025, APIT and FLYONE were partners in an international press familiarization visit organized by the National Tourism Office for media representatives from several European and Asian markets (National Tourism Office of the Republic of Moldova, n.d.).

These examples describe specific documented activities rather than a complete record of the association’s work. The cited announcements also do not provide a consistent measure of these activities’ subsequent commercial effects. In its 2025 sector profile, the Investment Agency included APIT among Moldova’s tourism and hospitality trade associations and described its involvement in tourism promotion and the representation of members’ interests (Investment Agency of the Republic of Moldova, 2025).

European Cooperation and Tourism Skills

Professional training and cooperation with educational institutions, both identified in the founding statute, became more visible in APIT’s public international activities in 2025–2026. The programme for the final PANTOUR webinar on 4 June 2026 included a presentation by Sergiu Manea on the emerging National Skills Partnership in Moldova. The event addressed the European Tourism Skills Strategy and Action Plan and cooperation among employers, educators, and public authorities (PANTOUR, 2026).

On 30 September 2026, the European Union’s Tourism Transition Pathway platform published a commitment associated with APIT and the National Tourism Skills Partnership (NSTP Moldova). The commitment envisages a structured partnership between employers and vocational education and training providers, at least three joint skills or apprenticeship initiatives, and the engagement of at least 150 learners, workers, or employers by 31 December 2029. It also provides for regular progress reporting (EU Tourism Platform, 2026). These are future targets rather than results achieved by October 2026.

Location and Place in the Tourism Sector

APIT is based in Chișinău. The October 2026 State Register extract lists its registered address as 17/4 Nicolae Dimo Street, Apt. 22, MD-2068, Republic of Moldova (Public Services Agency of the Republic of Moldova, 2026). Its documented activities involve organizations and businesses across Moldova, as well as contacts with partners abroad.

Within the country’s tourism sector, APIT provides an institutional means through which employers may participate in consultation, industry collaboration, and professional exchange. Its history also reflects changes in the focus of sectoral dialogue, from the representation of business interests and destination promotion to destination governance and workforce skills. The available public record documents these activities but does not provide a comparable time series on membership coverage or a quantitative assessment of the association’s overall economic impact.
