The Ministry of Culture and Tourism was first established in Türkiye in 1981 through the merger of the Ministry of Culture and the Ministry of Tourism and Promotion. This restructuring reflected the increasing recognition of the close relationship between cultural heritage and tourism development.

The legal and organizational framework of the ministry was subsequently defined by Decree Law No. 187 on the Organization and Duties of the Ministry of Culture and Tourism, published in the Official Gazette on 14 December 1983. The decree established the institutional structure and responsibilities of the ministry and provided the legal basis for its operations.

According to the founding legislation, the ministry was entrusted with preserving, developing, promoting, and disseminating the cultural values of Türkiye; utilizing the country's tourism resources in a manner that contributes to national economic development; supporting public recreation needs; and coordinating public institutions active in culture and tourism. The ministry was also assigned responsibility for preventing the destruction of historical and cultural assets.

The first Ministry of Culture and Tourism operated until 1989, when culture and tourism functions were separated and reorganized under distinct ministries.

Organizational Structure

The 1983 organizational framework established a number of specialized units within the ministry. These included:

Separation and Re-establishment

In 1989, the Turkish government separated culture and tourism administration, creating an independent Ministry of Tourism. This arrangement continued until 2003.

A second major restructuring occurred with the enactment of Law No. 4848 in 2003, which reunited the culture and tourism portfolios under a single institution once again. The re-established Ministry of Culture and Tourism became responsible for both cultural policy and tourism development throughout Türkiye.

The legislation emphasized the evaluation of the country's tourism resources for economic development, the promotion and support of tourism, the preservation of cultural heritage, and cooperation with public institutions, local governments, non-governmental organizations, and the private sector.

Ministers

During its first period of operation (1983–1989), the Ministry of Culture and Tourism of Türkiye was headed by: M. Mükerrem Taşçıoğlu (1983–1986), Ahmet Mesut Yılmaz (1986–1987), and Mustafa Tınaz Titiz (1987–1989).

Following its re-establishment in 2003, the ministry was led by: Güldal Akşit ( 2002-  2003), Erkan Mumcu (2003–2005), Atilla Koç (2005–2007), Ertuğrul Günay (2007–2013), Ömer Çelik (2013), Yalçın Topçu (2015), Mahir Ünal (2015–2016), Nabi Avcı (2016–2017), Numan Kurtulmuş (2017–2018), and Mehmet Nuri Ersoy (2018 – ).

Significance and Evaluation

The Ministry of Culture and Tourism occupies a central position in the tourism governance system of the Republic of Türkiye. By integrating tourism development with cultural heritage management, the ministry has played a key role in destination promotion, tourism planning, museum administration, archaeological heritage conservation, and tourism investment policies.
